Robin tax for public concessionaires, news on the plastic tax and the company car tax. But not only. There are several corrections included in the package of amendments to the maneuver that the government has filed in the Senate Budget Committee. However, it is not said that this new package of proposals will be enough to overcome the splits in the majority.

ROBIN TAX AT 3% FOR PUBLIC CONCESSIONAIRE

Let's start with the least expected amendment. The executive proposes an additional IRES of 3% (no more than 2% as initially envisaged) for public concessionaires. Something similar to the Robin Tax introduced in 2008 by the Berlusconi government (and later declared unconstitutional by the Consulta).

The new surtax, which will bring IRES from 24 to 27%, will be in force for the three-year period 2019-2021 and will affect various businesses. Here's the list:

  • motorway concessions;
  • airport management concessions;
  • port authorizations and concessions;
  • concessions for the exploitation of mineral waters;
  • concessions for the production or distribution of electricity;
  • railway concessions;
  • concessions of radio, television and communications frequencies.

The amendment provides for a financial depreciation of 1% of freely transferable assets for motorway and tunnel construction and management concessionaires, a measure from which a revenue of 340,6 million was expected in 2020 and, respectively, 170,3 million in 2021, 2022 and 2023.

HALF PLASTIC TAX

Another amendment halves the plastic tax, which goes from one euro to 5 cents for each ton of plastic packaging. Recycled plastic packaging remains exempt from the tax. Initially it was thought to reduce the rate to 80%, but in the end the tensions in the majority led the government to reduce it further.

However, the correction was not enough to appease Italia Viva: "Progress has been made but we are not yet satisfied", said Davide Faraone, Renzian group leader in the Senate - There is a 70% reduction in the plastic tax, we also want to reduce the remaining 30%, just as we want to remove the sugar tax. We will present the sub-amendments, we are confident about the work that still needs to be done.

COMPANY CARS: TAX ALMOST ZEROED

As for the company car tax, the government's amendment stipulates that it will only apply to vehicles registered from July 2020.

The first draft plan envisaged an increase in taxation on the use of company cars by more than 300%. In essence, the law tripled the income in kind attributed to employees for the possibility of using company cars even in their free time. Today the value of the benefit that ends up in the paycheck is equal to 30% of the annual cost per kilometer determined on the basis of the Aci tables for an annual journey of 15.000 km. Initially, the proposal was to go from 30 to 100%. The amendment instead provides for these rates:

  • 25% on company cars with C02 emissions lower than 60 g/km and 30% on those higher than 60 g/km and lower than 160 g/km.
  • 40% in 2020 and 50% from 2021 for vehicles with polluting emissions above 160 g/km and below 190 g/km.
  • 50% in 2020 and 60% from 2021 for cars with emissions above 190 g/km. 

150 MILLION FOR THOSE WHO LIVE FOR RENT

A further government amendment to the maneuver allocates 50 million a year for the three-year period 2020-2022 to the benefit of the National Fund to support access to rental housing.

40 MILLION A YEAR FOR THE FIRE BRIGADES

Finally, 40 million a year from 2020 will arrive for the enhancement of the personnel of the National Fire Brigade.

THE POINT ON MANEUVER AND TAX DECREE

The maneuver will arrive in the Senate on 9 December and the next day there will probably be a vote on confidence in a maxi-amendment. Trust that has already been placed on tax decree in the House and which will be voted on Thursday evening.
