Inps: agricultural workers, the particularities of subsidies

The information sheet published by INPS emphasizes the peculiarities of income support benefits for agricultural workers, granted regardless of the starting date and duration of unemployment - Also for this reason, around 50% of workers in the sector receives unemployment benefits.

Transparency operation "Inps with open doors” continues with an information sheet on income support benefits in favor of agricultural workers, a category that benefits from particular social shock absorbers, different from those accessible to other workers as they are granted regardless of the starting date and the duration of unemployment.

Unemployment benefits, therefore, risk turning into a form of wage integration, aimed at compensating for the strong seasonality of agricultural work. In this regard, in fact, it affects the very high percentage of workers in the sector that benefits from subsidies (around 50%), even in phases of economic recovery.

Contrary to the shock absorbers for other workers, including seasonal workers, the income support benefits of agricultural workers have not been reformed in recent years.

As mentioned, there are many peculiarities of the protections provided for the agricultural sector. For agricultural workers, in fact, the benefit is paid in a single installment the year following the event of unemployment and is guaranteed regardless of the verification of the unemployed status at the time of application and perception. 

THEseniority it is recognized for the entire year regardless of the number of days of agricultural work carried out and the day on which work begins (otherwise, for the generality of employees, the insurance begins on the day of the first contribution actually paid or due ). The extent of the benefit equal to 40% of the daily salary is also different (the NASpI unemployment benefit is equal to 75% of the salary);

The family nucleus allowance is recognized for the entire year to agricultural workers with at least 101 days of actual agricultural work (while for non-agricultural employees the allowance is recognized for 26 monthly days starting from the event which determines the right ).

Finally, fixed-term agricultural workers are entitled to sickness and maternity benefits if they are registered in the annual lists of names for at least 51 days of agricultural work carried out in the previous year. Similarly, they are entitled to benefits if the 51 days have been worked in the same year in which the event occurs, as long as it is before the start of the event itself.
