The small municipality of Concordia sulla Secchia in the Emilia Romagna region beat the state. The obligation is found within the ordinance 3275/2019 with which the Supreme Court condemned the State property agency at the end of an intense battle of stamped papers with the small Emilian municipality with "four houses and as many hydraulic works", as reported by Il Sole 24 ore. The question becomes thorny for the Italian public finances, however, that according to the new rules they would have to pay the local authorities a very high figure, even at the moment difficult to count. We are talking about billions.

If you look at Rome, for example, the municipality led by Virginia Raggi should ring the various ministries and all public bodies in the capital to collect outstanding taxes. There really is something for everyone: according to another provision of the Cassation, the 3268, the Ministry of Defense is required to pay the Imu for the apartments used by the military.

The State property agency, explained by the Cassation, "has the nature of a public economic body of the Ministry of the Economy, endowed with economic and managerial autonomy, and as such does not fall within the subjects referred to in article 7, paragraph 1, letter a) of Legislative Decree 504/1992” and these subjects are precisely those who have the right to exemption from ICI and Imu. Based on these elements, the Cassation condemned the State property to pay the three notices issued by the small Emilian municipality of Concordia sulla Secchia for the ICI of the years 2005-2007, and also to pay the 1.700 euros of the costs of the trial.

The intervention of the Court of Cassation could legitimize the Mef which is accelerating on the plan disposal of public buildings envisaged by the manoeuvre launched in December, with the ambitious goal of exceeding 950 million in funding. The decision of the Supreme Court is taken, to stop it a contrary ruling from the United Sections or a rule of an interpretative nature and which also evaluates and addresses the past is necessary.
