Giunta Pisapia, the new administration of Milan talks about the merit system but hires bagmen

The new mayor of Milan moves with balance and intends to represent the entire city, but risks slipping on municipal hiring: he promised not to make a spoil system but only a merit system. But then he hired eight bagmen who also irritated the supporters of the new center-left council and raised heated protests on the Internet

On June 27, the first clash broke out between the old and the new municipal administration of Milan. The Pisapia junta had just fired 32 executives hired by Moratti and his councilors. The former mayor attacks a "spoil system that does not take into account personal and professional situations". The new mayor's reply is ready: «The council's decisions are consistent with what we have always supported: enhancing the municipal machine, its human and professional capital. We will do this, and we will make choices by assuming full responsibility. It is not a spoil system, but a merit system. It's not my habit to make choices by investigating political ties, but only by evaluating the effective need of the Municipality and of those who live and work in Milan».

Four days later, however, a twist that blew up the blogs of the Milanese left: «Anything but the merit system, the criteria for hiring friends have always remained the same». The junta met on 1 July: eight hirings of "handbags" were on the agenda, prompting Pisapia's supporters to write on the chats: "How to explain to the hundreds of precarious workers in the Municipality who are waiting for the contract to be renewed (and that the hiring freeze and the 9,6 billion cuts announced to Regions and Local Authorities have turned into a utopia) and to those who believed in the new wind at Palazzo Marino the hiring of 8 external all within parties and committees which led to the election of the current mayor?
But who are these scandal stones? Here are their profiles.

Cosimo Palazzo, president of the Circolo Vigentina of the PD, hired as an official by the new Councilor for Welfare, Pierfrancesco Majorino. Salary: 64 euros per year.

Antonio Bisignano, hired by Pierfrancesco Maran (Milanese dolphin of Penati and councilor for mobility). Activist of Change Milano, laboratory of the Democratic Party for local elections. Salary: 42.640 euros per year.

Luca Stanzione, a young man enrolled in the SEL, hired in category C in the secretariat of councilor Tajani (SEL, former CGIL study center). Salary: 42 thousand euros per year. He is not a graduate.

Stefania Amato, hired within the Mayor's Cabinet as a managing instructor of administrative services, formerly a UN project contract, activist in the committees for Pisapia in the electoral campaign. Salary: 40 thousand and 500 euros per year.

Ana Victoria Arruabarrena, hired as the Amato. Same salary. She was on the Zone 4 committee for Pisapia.

Caterina Sarfatti, daughter of Riccardo, candidate of the left for the Region in 2005, who died last year following a road accident. Coordinator of the Workshop for the City of Pisapia, she is also in the mayor's office. According to the bloggers: "she never did politics before her father's death, she is known for having read a letter at her funeral in which she invited her to vote for Stefano Boeri (editor's note: the candidate of the Democratic Party, now councilor) in the primaries ». Same salary as Amato and Arruabarrena.

Roberta Pezzulla, ex Ceas (Ambrosian Solidarity Center), employed in the cabinet of the deputy mayor Guida. Salary: 37 thousand euros per year.

Federica Parodi, secretary of councilor Lucia Castellano, as managing instructor of administrative services, category D, economic position 1. Annual salary of 38.660 euros.
