The 794 million in incentives for businesses could be transformed into 100 hirings of young people. The estimate is by the Minister of Labour, Enrico Giovannini, who calculates the effects of the contribution relief of up to 650 euros per month foreseen for employers who, in the period between 7 August 2013 and 30 June 2015, hire young people between 18 and 29 years, provided they are disadvantaged. Or that they have not had a regularly paid job for at least six months or that they do not have a high school or professional diploma. For Giovannini there are "signs of great interest for this measure" from the manufacturing world.

“In July we had Unioncamere carry out a survey – explained the minister – 80% of companies with up to 49 employees were already aware of the incentive and 13% were thinking of using it. 13% means about 180 oriented businesses, potentially interested in using it. The funds are sufficient to hire around 100 people, but if more money were needed, I'm sure the government would be ready to further finance these measures".

The territorial distribution of resources is ready, but in order to be able to present the request, the publication by INPS of the circular is awaited with the procedures for taking advantage of the incentive introduced by decree law 76 of 2013 (converted in August, with amendments, by law 99), which has a duration of 18 months for permanent hires and is granted only on condition that they involve a net increase in employment. The contribution relief is provided for 12 months if a fixed-term contract is stabilized.
