Germanicum, new proportional electoral law with a 5% threshold

The government majority has reached agreement on a new electoral law built on the German model – the Germanicum – which, however, is already causing discussion: Leu against the 5% barrier. Meanwhile, the filing of signatures with the Cassation for the referendum against the reduction of parliamentarians is surprisingly postponed: there is still no quorum and it is chaos

Germanicum, new proportional electoral law with a 5% threshold

The "Germanicum" is the probable new electoral system, inspired by the German model, filed by the president of the constitutional affairs commission of the Chamber, Giuseppe Brescia (M5S). The text provides the assignment of 391 seats out of 400 with the proportional method to the Chamber (of the remaining 8, deputies elected abroad will receive one seat in Valle d'Aosta in a single-member constituency), with 5% threshold and with a mechanism that allows the right of tribune, or the possibility of obtaining seats for the party that does not exceed 5% nationally, but if it obtains this percentage in 3 constituencies in 2 Regions. This is one way to get around the 5% threshold and allow even the smallest parties to have representatives in Parliament. Pd, Cinque Stell and Italia Viva are in favor while Leu is clearly against the 5% barrier, fearing not to exceed it in the next elections or to be forced, obtorto collo, to join the Pd.

Unlike the German model, however, the proposal cancels the single-member constituencies of the Rosatellum and uses its 63 proportional constituencies and 28 constituencies. Furthermore, the number of MPs is fixed in Italy, while in Germany it varies.

The majority did not express themselves unanimously in favor of this system, above all for the right of tribune, in which Di Maio he stated "that he is fighting to overcome this norm which could prove to be a tool to encourage the emergence of micro-formations".

From the opposition Melons, on the other hand, attacks the proportional method of allocating seats, aiming instead for a majority system.

As regards the subject of preferences, the text deposited by President Brescia is not addressed, but leaves the debate for a second time. So much so that Brescia himself explains the choice, declaring that it is "a simple text to start the parliamentary debate" - he continued - "we start from a different method from the past, in respect of a transparent and sincere comparison with the oppositions".

In the meantime, the filing of signatures with the Cassation for the request for the referendum on the controversial cut in parliamentarians, initially scheduled for this morning at 11, due to some non-adherences, has been postponed. In the face of the 66 signatures that had been reached in recent days - 64 are needed for the constitutional referendum - 8 senators would have changed their minds and withdrew, bringing the signatures down to 58. According to some rumors, the 8 senators are from Forza Italia. If the quota is reached, the constitutional referendum should be held in the spring. Andrea Cangini Di Forza Italia, assures that there will be a new appointment in Cassation by the deadline, January 12th.
