First Cisl: banking desertification is a threat to legality, regional credit observatories are needed

It took place at the Starhotel Terminus in Naples, the conference organized by First Cisl (Italian Federation of Tertiary Services Networks) Campania.
Il theme of the event was "What policies for territorial cohesion in the context of banking desertification". In recent years the banks, especially in the South and in Campania, have reduced considerably theirs presence on the territory. A problem for businesses and households, aggravated by the low use of online banking services. Problems that can lead to an increase in illegality.

Colombani, First Cisl: banking desertification threatens legality

during his speech Riccardo Colombani, Secretary General First Cisl, expressed his opinion on the banking desertification and how this is one threat to the law: “The banking desertification descends directly from large number of mergers which in recent years have brought the top five banks of the country a control more than 50% of the market domestic and with an obsessive will to reduce costs operational. It is a phenomenon that has hit it harder the South. Today the Campania is the only Italian region in which banks have also abandoned large municipalities: A problem for many businesses and especially for households, aggravated by the very low use of online banking services. There is also a problem on the side of legality. The fundamental contribution of the banking system to the fight against money laundering it is downloaded on the few existing operational safeguards, with an increase in personal exposure for those workers who are required by law to actively collaborate in reporting suspicious transactions. The risk is that the crime acquires control of brands and production chains of the regional economy”.

For the Secretary General a possible solution is to “give life in every region to Observers with advisory functions regarding the economic and social implications of credit policies first of all, but also of consulting models in the field of investment services which are decisive for combining the protection of savings and the interest of the country. An objective, the latter, which prompted us to propose the establishment of a National Investment Fund in the Real Economy (FINER)".

"The Regional Credit Observatories they should be led directly by the Presidents of the Region and participated by trade unions, business associations, banking associations, consumer associations and the Guardia di Finanza”. concluded Colombani.
