Equitalia approves half-yearly: accounts in order, positive result of 3 million

Less costs, more services and collection in line with the previous year. These are the main indicators on Equitalia's activity contained in the Group's financial position as at 30 June 2014 approved by the Board of Directors and presented today to the trade union organizations. The efficiency actions undertaken helped to maintain management balance, allowing the half-year to close with a positive net result of 3 million euro.

The process of reducing costs continued which, compared to the first half of 2013, decreased by approximately 38 million euro, half of which concerned administrative management. The 2013 budget had already shown a reduction in expenditure of over 200 million compared to 2010. Cost containment made it possible to mitigate the effects on the accounts of the reduction of the premium for tax payers from 9 to 8%. Services have increased to simplify taxpayers' obligations and more than 15 installment payment requests are managed every week, for a total of 390 payment extensions granted in the six-month period.

Collection activity. With regard to collection volumes, the projection at the end of the year is in line with the previous year thanks to one billion euros more than forecasts on the impacts of the extension of the facilitated settlement of tax claims. The provision, envisaged by the 2014 Stability Law, suspended the compulsory collection activities until 16 June. The assistance provided by Equitalia to assist taxpayers in fulfilling obligations was particularly significant.

Deferred payment of bills is becoming increasingly important in the activities of the Equitalia Group, contributing to the stabilization of collection levels, representing around 50% of the amounts recovered. As at 30 June of this year, 2,3 million installments were active for an amount of over 25,6 billion euro. From 2006 to today, Equitalia has collected a total of approximately 60 billion euros, with a significant increase compared to the results achieved by the old system entrusted to private concessionary companies which collected an average of 2,9 billion a year. The incidence of the cost per euro collected decreased by 60% compared to 2005.

The management activity. In the reference period, the Equitalia Group obtained the single quality certification, to guarantee the services and assistance offered to citizens. Through the adoption of a citizen-oriented quality system, unambiguous procedures have been defined throughout the country which guarantee more effective and functional management of the activities. The ISO 9001:2008 quality certificate is  an important acknowledgment resulting from a path of innovation already started in recent years, when Equitalia replaced about 40 private companies which were entrusted with the tax collection activity under concession. Such a fragmented situation was inevitably characterized by different procedures and management systems throughout the country, with repercussions on taxpayers in terms of uniformity of services. Over the years Equitalia has activated the necessary initiatives to eliminate these critical issues and the single certification qualifies the organization, rules and governance mechanisms of the activities carried out for tax payers and creditor institutions.

The assistance activity. The reduction in costs has not had a negative impact on services, which have indeed undergone further development. In the reference period, Equitalia implemented a series of new initiatives to enhance the ability to listen and dialogue with taxpayers. The range of tools to simplify compliance and to obtain information has been expanded. The reorganization of the network of local branches continued, which today are real consultancy points available to citizens, and new agreements were signed with trade associations and professional orders to have constant dialogue with the manufacturing world. The "friend desk" network was expanded with the opening of new "business friend desks" in areas characterized by production sites which, in times of crisis, may have  need an adequate dialogue window with Equitalia. Notable improvements also on the simplification front. Companies and sole proprietorships have begun to receive Equitalia folders via PEC (certified electronic mail). The services available on the website www.gruppoequitalia.it have been expanded. In addition to the possibility of consulting one's debt situation online, paying the amounts due, contacting the taxpayer service, the possibility has also been activated of requesting the suspension of a file online when the request from the creditor institutions is incorrect. It should also be remembered that Equitalia makes the toll-free number available to taxpayers 24 hours a day 800.178.078800.178.078 (free from a landline) or the number +39 02.3679.3679+39 02.3679.3679 (payable from mobile phones and abroad) with operator service from Monday to Friday, from 8 to 18.
