From today it is possible to submit the application for the Dis-Coll exclusively electronically. In fact, unemployment benefit, which came into force on May 4st together with Naspi, starting today can only be requested on the INPS website through a special personal Pin. The unemployment benefit system was modified with the reform of the labor market by Renzi which, with the legislative decree of XNUMX March, introduced the Naspi, Asdi and Dis-Coll allowance. The procedures for submitting the application for the Dis-Coll were governed by the Circular number 83 of INPS.

Who is the Dis-Coll for?

Unlike the Naspi (New Social Insurance Benefit for Employment) designed to protect employees, the Dis-Coll is aimed at collaborators  coordinated and continuous, even on a project basis, who involuntarily lost their job between 2015 January 31 and 2015 December XNUMX. To be entitled to unemployment benefit Dis-Coll workers must meet the following requirements:

– three months of contributions in the period from XNUMX January of the year preceding the dismissal until the actual cessation of work;

 – one month of contributions in the year 2015 or a collaboration relationship of at least one month which has given rise to an income of no less than half the amount which gives entitlement to a month of contributions.

Amount and duration

The Dis-Coll indemnity is compared to the taxable income for social security purposes resulting from the contribution payments made in the calendar year in which the cessation of work occurs and to the previous one, divided by the number of months of contributions, or fraction thereof. The calculation of the Dis-Coll indemnity amount is based on the following provisions:

– if the average monthly income is equal to or lower than the amount of 2015 euros for the year 1.195, the Dis-Coll is equal to 75% of salary;

– in the event that the average monthly income is higher than the aforementioned amount, the Dis-Coll measure is equal 75% of the aforementioned amount plus 25% the difference between the average monthly income and the amount of 1.195 euros.

For 2015, the Dis-Coll cannot exceed the maximum amount set at 1.300 euros per month. Furthermore, the Inps circular specifies that the amount of unemployment benefit is reduced by 3% each month starting from the first day of the fourth month of use.

Telematic application for the Dis-Coll

As announced by the Inps circular, the application for the Dis-Coll allowance starting from 11 May can only be submitted electronically. The citizen must access the INPS telematic services through his personal Pin and then follow the indicated path: Home > Online Services > List of all Services > Services for citizens > Submission of applications for income support services (Virtual counter for information services and request for services) > Dis-Coll.
