There is this and more in the Refreshment decree urgently launched by the Government to mitigate the economic repercussions of the new selective lockdown launched last week. In all, the measure is worth 5,4 billion euros.

“Now our goal is to bring the epidemiological curve under control and secure the country – said Prime Minister Giuseppe Conte on Tuesday – Our choices can be criticized, but we have not acted in a discriminatory way, there are no serious activities A and Serie B, we have not closed those we considered less important than others. It is essential to reduce the main opportunities for socializing: only in this way can we decongest public transport, avoid gatherings, lighten the tracking system ". And avoid the collapse of the health system.

REFUNDABLE RESTAURANTS: 2,4 BILLION FOR 460 THOUSAND ENTERPRISES

The most expensive intervention (2,4 billion) is the one that gives its name to the Refreshment decree. The state will pay non-repayable subsidies to 460 businesses, those belonging to the sectors affected by the new squeeze. The companies will receive a bank transfer from the Revenue Agency, which already has their Iban codes. Compared to the refreshments paid in the summer, the audience is decidedly wider, because the turnover limit of 5 million euros is no longer envisaged, nor is it any longer necessary to demonstrate a precise loss of revenues in the past months.

As for the amount of the transfer, it will be equal to a percentage – decreasing with respect to the size of the company – ranging from 20 to 10% of the drop in turnover. No activity will be able to receive less than what was collected in June: indeed, for restaurants the check will be double, for bars equal to one and a half times, for discos even quadruple. In any case, the refreshment cannot exceed 150 euros.

For those who have already obtained compensation in recent months, the recognition of the new funds will be automatic and the transfer will arrive by November 15th. For all the others, times are getting longer: "There will be a new request (through the dedicated channel of the Revenue Agency, ed) which we count will bring bank transfers by mid-December", explained the Minister of Economy, Roberto Gualtieri.

Furthermore, the Sun 24 Hours talks about a novelty of the last one: access to non-repayable refreshments will only be granted to businesses that had an active VAT number on 25 October 2020. A decisive squeeze because in the last few days the tax authorities have recorded a surge in openings of VAT numbers by persons interested in intercepting funds to which they are not entitled.

WORK: CIG EXTENDED AND LAYOUTS STILL BLOCKED

The refreshment decree also includes a new extension of layoffs, which is extended for another six weeks and can be used by companies that are about to use up the previous 18 weeks provided for by the August decree. "For all companies we have guaranteed another six weeks of Covid-19 layoffs that can be used from 16 November to 31 January 2021 or, alternatively, a further 4 weeks of contribution exemption - explained the Minister of Labor, Nunzia Catalfo - At the same time, we extend the blocking of layoffs until January 31 ". The dismissal procedures started from 23 February 2020 also remain suspended.

COMMERCIAL RENTALS: 60% TAX CREDIT

In October, November and December, commercial activities affected by the selective lockdown will be able to benefit from a tax credit of 60% on the rent, provided that a loss of turnover can be demonstrated. Also in this case the ceiling of five million for revenues jumps. Businesses will be able to transfer the tax credit to the owner to advance the discount on the rent.

THE RESTAURANT DECREE ALSO STOP THE SECOND IMU INSTALLMENT

The refreshment decree also provides that companies affected by the new wave of closures will not have to pay the second Imu 2020 installment, which expires on 16 December.

NEW EMERGENCY INCOME

Families with an Isee income below 15 thousand euros will receive another two months' salary emergency income, which ranges from 400 to one thousand euros depending on the economic condition and composition of the nucleus.

ONE-TIME INDEMNITY FOR SEASONAL PERSONNEL AND SPORTS WORKERS

Seasonal workers in tourism, entertainment and spa establishments will collect a one-off allowance of one thousand euros for the month of November.
There is also an allowance of 800 euros for workers in the sports sector with collaboration relationships with Coni and sports federations.
Finally, for the fishing, agriculture and wine chains there will be a tax exemption for the month of November.

SHOW: VOUCHER AS REFUND FOR PURCHASED TICKETS

Those who bought tickets for live shows, concerts, theatrical and operatic events between 24 and 31 October - valid for events scheduled from the day the decree was passed to 2020 January XNUMX - are entitled to refunds in the form of vouchers.

FIRST HOME: STOP TO FORECASTS
