In semi-lockdown for a month. This is in fact the condition of Italy until November 24, according to the latest Dpcm signed by Prime Minister Giuseppe Conte, who presented it at the conference. Meanwhile Conte clarified on the vaccine: “It will be ready for Christmas, but this does not mean that at Christmas we will have doses for everyone and that it will be possible to hug each other again. The goal is to arrive at Christmas serene”. The decree, on the other hand, enters into force on Monday 26 October and contains minimal changes with respect to the draft presented on the eve: bars and restaurants will eventually close at 18pm (and not at 20 and least of all at 23), but they can remain open on Sundays and holidays.

Therefore, the knots that have created discussions and slowdowns have been resolved. The shopping centers will remain open over the weekend and distance learning for high schools is expected to be at least 75 percent: with this addition, the Regions will also be able to extend it to 100 percent as they have insistently requested. It will still be possible to carry out public and private competitions and there is an opening to a squeeze also on transport with a decree from the competent minister. Another clarification: in the new version of the Dpcm there is no closure of regional borders, even if it is not recommended to leave your municipality and also to invite people at home (you can also skip the limit of 6 people at most, it will be avoided except between cohabitants).

“We want to keep the epidemiological curve under control to manage the pandemic, the Rt contagion index has reached the critical threshold of 1.5. And to do this we must do everything possible to protect health and the economy together,” Conte said at the conference. Conte reassured once again that there will not be a second generalized lockdown: "We can't afford it." For this reason the need for a new decree: “Yesterday the positive people reached the high number of almost 20 thousand. This makes tracking operations difficult. We must protect health and the economy so we don't have to choose between one and the other. The new measures will be in effect from tonight and will remain in effect until November 24th.

Then there is the question of refreshments and compensation: Minister Roberto Gualtieri is allocating 2 billion to support companies that will be penalized in the coming weeks. “I don't like making promises, I make a commitment on behalf of the government. I am aware of the difficulties and sacrifices we ask in particular from certain categories such as caterers, gym managers and traders. Compensations are already ready for all those who will be penalized by these new measures. This also includes the world of entertainment. “The decision on cultural categories such as theaters and cinemas was one of the most painful,” comments Conte.
