Il bills decree (legislative decree 34/2023) obtained the green light to the Chamber of Deputies. The text is passed with 158 votes in favor, 71 against and 6 abstentions (the third pole). In the afternoon the Camera had approved the confidence placed by the government on the Bollette decree, with 199 votes in favor and 129 against. The measure will be now submitted for consideration by the Senate for conversion into law (by 29 May). The decree allocates almost 5 billion in aid to households and businesses to contain electricity and gas costs. Here are the main measures.

Strengthening of the social bonus for electricity and gas

For the second quarter of 2023, the decree provides for a strengthening of benefits relating to the tariffs for the supply of electricity and gas for i economically disadvantaged domestic customers or in serious health conditions. The Regulatory Authority for Energy, Networks and the Environment (ARERA) will re-determine these concessions within the limit of 400 million euros.

Discounts for large families

Starting from the second quarter of 2023 until December 31 of the same year, le concessions relating to energy tariffs will be restated for families with at least four dependent children. These concessions will be based on the equivalent economic situation indicator of 30.000 euros, with a limit of 5 million euros.

Financial support to municipalities

They were s€1,5 million funded for 2023 in favor of the municipalities with a population between 25.000 and 35.000 inhabitants who initiated the procedure financial rebalancing. This financial support will cover the higher costs deriving from the increase in electricity and gas costs.

Contribution for heating costs

The possibility of make a contribution, for the months from October to December 2023, for compensate in part the expenses incurred by the families for the heating costs. A loan of 1 billion euros will be destined for this purpose, and the criteria for assigning the contribution will be identified by means of a decree from the Minister of the Environment and Energy Security.

Reduction of VAT to 5% for methane

The decree provides for the 5% VAT reduction for district heating and forenergy produced with methane. This measure aims to encourage the use of these more sustainable energy sources and reduce costs for companies and consumers.

Elimination of system charges and extraordinary contributions through tax credits

The decree provides for theelimination of system charges and extraordinary contributions for companies in the purchase of electricity and gas. This reduction takes place through the allocation of tax credits, which allow companies to offset these costs. The decree regulates the methods for using tax credits and establishes that they must be used or transferred by 31 December 2023. This measure aims to support businesses and mitigate the impact of energy costs on their activities.

Increase in the Fund for the enhancement of the sports movement

The decree increases the “Single fund in support of the enhancement of the Italian sports movement” from 25 to 35 million euros for 2023. These resources will be used fordisbursement of grants for amateur sports associations and clubs they manage sports facilities and swimming pools, to address the rising costs of thermal and electrical energy. The agricultural enterprises, on the other hand, will have loans of up to 250 thousand euros for photovoltaic systems.

Facilitations for local entities in direct collection

- territorial bodies who make use of the direct collection of their revenue or entrust this service to private subjects can apply deflationary institutions of the dispute envisaged by the 2023 budget law. These include the write-off of debts up to one thousand euros and the facilitated definition of the loads entrusted to the collection agent.

Easing of restrictions for coin-operated doctors

Hospitals can do recourse to coin-operated doctors not only in hospital emergency services, but also in other departments if necessary. Outsourcing of services to coin doctors is allowed for a period not exceeding twelve months, and the medical and nursing staff used must possess the professionalism requirements required by current regulations. It's possible establish permanent police posts in hospitals. A specific sanction is introduced (imprisonment from 2 to 5 years) for non-aggravated injuries caused to operators of the health and social health professions in the exercise of their functions. The exclusivity bond for nurses has also been abolished, to have a greater availability of these figures.

VAT deduction for medical device manufacturers

Medical device manufacturers can deduct VAT determined by separating the same from the amount of payments made to the regions. The VAT calculation will be carried out by the regions and autonomous provinces of Trento and Bolzano, based on the invoices issued by the companies to the National Health Service. A is also established fund with an endowment of 1.085 million euros in the budget of the Ministry of Economy and Finance for the year 2023. This fund is created in relation to the exceeding the spending limit for medical devices for the years 2015-2018.
