The common starting point of the two motions is the difficulty that small and medium-sized enterprises have in accessing credit and the public administration's delay in paying the fees. The API motion underlines how in 2011 companies waited an average of 180 days for the settlement of invoices compared to 128 two years earlier and how the debt of the public administration, according to unofficial estimates, amounts to around 70 billion. In addition - adds the motion of the Pdl - businesses and households see the possibility of accessing credit increasingly restricted, agreements and trusts are canceled and interest rates even reach 12%.
Hence the request to the government for a "table" to be set up with representatives of the ABI, the Bank of Italy, the trade associations, consumers and Istat to put forward "operational proposals for credit support in favor of businesses and households".

Normqtive initiatives are also proposed to favor, in interventions in favor of small and medium-sized companies, those that develop projects based on the value of territorial proximity (particularly in industrial districts), to resolve the age-old issue of late payments by the public administration , perhaps also through forms of compensation between the credits claimed by the companies with the debts they are responsible for.
