May bonus of 1.000 euros: INPS instructions

May bonus coming soon. INPS has published a circular, the n.80 of 2020, containing the operating instructions on the Covid-19 allowance intended for freelancers, co.co.co, temporary and seasonal workers affected by the emergency. The bonus amount will increase from 600 to 1.000 eurosbut only if certain requirements are met. Not only. Some workers will be forced to apply, while others will receive the sum automatically. 

So let's see who will receive the 1.000 euro bonus for the month of May, what the requirements are, who will have to apply and when.

MAY BONUS OF 1.000 EUROS: WHO IS IT FOR

According to the provisions of the relaunch decree there are four categories of workers registered with INPS who will receive the 1.000 euro bonus for the month of May:

  • freelancers,
  • collaborators with a coordinated and continuous collaboration relationship,
  • temporary workers in tourism and spa establishments,
  • seasonal workers in tourism and spas.

Each of these categories must meet specific requirements. However, there are two in common for all: the beneficiaries must not be pensioners and must not be enrolled in other compulsory social security forms. 

MAY BONUS FOR PROFESSIONALS: INPS INSTRUCTIONS

Let's start ati freelancers. The allowance of 1.000 euros for May will be paid to workers with VAT number active on 19 May 2020, including subjects participating in associated studies or simple companies with self-employment activities registered in the separate management. In order to access the benefit, however, the aforementioned workers must have undergone:

a proven reduction of at least 33% of income for the second two-month period 2020, compared to the income of the second two months of 2019. For the identification of the aforementioned requirement, the income is identified according to the cash principle as the difference between the revenues and the fees received and the expenses actually incurred in the period concerned and in the exercise of the activity including any depreciation charges. To this end, the subject must submit to the INPS the application in which he self-certifies that he possesses the above requirement.

Beware of cheating. Because the INPS will communicate the data contained in the self-certification to the Revenue Agency which in turn will carry out checks on the income of the applicants. 

INPS, MAY BONUS: INSTRUCTIONS FOR CO.CO.CO.

The co.co.co. will then receive the €1.000 May bonus. who have ceased the coordinated and continuous collaboration relationship between 24 February and 19 May 2020. On the other hand, those who still have an active contract will be excluded, regardless of income, their working situation or difficulties. A rule that is causing quite a few controversies. 

APRIL-MAY BONUS FOR AGENCY WORKERS

Double disbursement in favor of temporary workers employed in user companies operating in the tourism and spa sectors. These workers will in fact receive 600 euros for the month of April and 1.000 euros for the month of May. However, there is one condition: they must have ceased their temporary employment relationship tbetween 1 January 2019 and 17 March 2020. The INPS also specifies that: 

access to the indemnity in question is also permitted for workers who - following the termination of the temporary employment relationship - have established and in any case ceased on 19 May 2020 another employment relationship.

Among other requirements, to receive the bonus, these workers must not be pensioners, employees or NaSpI unemployment benefits.

1.000 EURO MAY BONUS: INSTRUCTIONS FOR SEASONAL WORKERS

Seasonal employees in the tourism sector and spas who have involuntarily terminated their employment relationship will also be entitled to the 1.000 euro bonus for May between 1 January 2019 and 17 March 2020. 

MAY BONUS: WHO MUST APPLY

Here, too, you need to be very careful. Due to the new income requirements introduced by the relaunch decree, freelancers they will have to submit a new application to access the 1.000 euro bonus. The same goes for temporary workers of tourism and spas, while i co.co.co. and seasonal workers of the sectors of tourism and spa establishments will have to submit a new request only if they have not already done so for the previous months. If, on the other hand, the application has already been submitted for March and April, for these two categories the disbursement of the 1.000 euros will be automatic and will take place according to the payment methods already indicated by the beneficiary. 

The application must be submitted via the INPS website, using one of the following login credentials:

  • PIN issued by INPS (both ordinary and device) or even just the first part of the PIN;
  • SPID level 2 or higher;
  • Electronic Identity Card 3.0 (CIE);
  • National Service Card (CNS).

Alternatively, the application may also be submitted:

  • through the integrated Contact Center service, 
  • by calling the toll-free number 803 164 from a landline (free of charge) or 06 164164 from a mobile network (for a fee, based on the tariff applied by the various operators).
