Ultra-broadband: the Unioncamere project

With the Ultranet project, the chamber system intends to contribute to the reduction of the digital delay accumulated by our country, fourth last in the ranking of the 28 states of the European Union according to the Digital Economy and Society Index 2017. Ultranet, therefore, will support the action of the Government first of all, but not only, in the so-called "white areas".

Raise awareness, inform, train on the opportunities offered by ultra-broadband. But also to stimulate the demand and supply, public and private, of new 4.0 services. This is the objective of the Ultranet project, with which Unioncamere was the winner of the tender launched by the Ministry of Economic Development on 7 December 2016. The project, for the implementation of which Unioncamere will make use of the chamber system agencies which will work in close collaboration with the 76 Chambers of Commerce (75 Chambers of Commerce and a regional Union) that have joined the initiative to date will involve the entire national territory for the next three years.

With this project, consistent with the Italian strategy launched by the government and with the guidelines for the national communication plan for ultra-broadband, the chamber system intends to contribute to the reduction of the digital delay accumulated by our country, fourth last in the ranking of the 28 States of the European Union according to the Digital Economy and Society Index 2017. Ultranet, therefore, will support the Government's action first of all, but not only, in the so-called "white areas" (those in which no operator is interested in investing in the next three years and which are therefore subject to public intervention).

“The Bul plan turns the page, arrives directly at the door of citizens and businesses. Having passed the phase of setting up an ambitious and challenging national plan, identified the areas where state intervention was necessary to create a public network because private individuals were not willing to invest, selected with tenders who will have to carry out the works, now the fiber lands on the territories”, declared the Undersecretary for Economic Development Antonello Giacomelli. “This is a crucial step that we have been working on for three years and for this reason it is essential to accompany the creation of the public network, encouraging the action of Municipalities and businesses to disseminate and use digital services. The project of the chamber system goes in this direction”.

"On the issues of digital innovation, the chamber system is strongly committed to giving maximum support to the modernization needs of companies and the Ultranet project is a further step forward in this direction" - underlines the president of the Rome Chamber of Commerce, Lorenzo Tagliavanti – "It is an initiative in perfect harmony with the strategic objectives and with the new competences in the field of competitiveness and business development attributed to the Chambers of Commerce by the recent reform law".

Among the strengths of this initiative, the possibility of exploiting the data from the Chambers of Commerce register of companies to allow Infratel Italia Spa, the in-house company of the Ministry of Economic Development which is the implementing body of the Broadband and Ultra Larga of the Government, to plan and carry out infrastructural works that fully respond to the distribution of companies in the area.

Central figures for the realization of the project are the more than 130 territorial Pivots already selected within the Chambers of Commerce who, starting from next October 5th, will be engaged in a specific training activity. To support the activity of the Pivots, a reserved Community has already been set up and a public information network will soon be made available which will gradually be enriched by the best practices identified at a territorial level.

It will be the Pivots, also in collaboration with the 77 Points for the digital enterprise that the Chambers of Commerce are launching as part of the Industry 4.0 Network promoted by the Ministry of Economic Development, who will carry out the over 160 seminars and information events planned for businesses, especially small ones, economic operators, citizens and other public administrations. The aim of these activities is to stimulate the creation of new services and the increase in demand for connectivity, while at the same time providing information on the times, methods and state of development of the ultra-broadband plan.
