The motor liability coupon is numbered: from 18 October the square of paper that Italian motorists have always been obliged to display on the windshield will retire. To check whether or not a car is covered by insurance, the police will use telematic means that connect the license plate to the register of motor policies, contained in the database of the Civil Motorization. The checks will be carried out not only during the checkpoints, but also by means of remote control devices such as tutors, speed cameras, telepass and cameras of the ZTL gates (as soon as the law approving them for these purposes is approved).

HOW MANY CARS ARE IN CIRCULATION WITHOUT INSURANCE?

The novelty aims not only to make checks faster and more efficient, but also to hinder insurance evasion, given that paper stamps are quite simple to forge and the sale of counterfeit coupons is widespread in our country. To the point that, according to estimates by the National Association of Insurance Companies (Ania), in 2014 there were well 3,9 million uninsured vehicles, equal to 8,7% of the total.

WHAT IS THE NEW PROCEDURE?

At a technical level, insurance companies will have to communicate data on renewals and new policies to Sita, an Ania database from which the information will be transmitted to the Motorization database. In the first experimental phase, the companies will still deliver the paper coupon to policyholders, but displaying it on the windshield will no longer be mandatory. Later, the old marking will disappear completely. 

WHAT IS THE RISK OF THOSE FOUND WITHOUT INSURANCE?   

Anyone who doesn't pay for car and motorcycle insurance therefore has one more reason to comply, if only because it will be much easier to get caught. And whoever is pinched risks having their vehicle confiscated, as well as a fine ranging from a minimum of 841 to a maximum of 3.287 euros.

WITHOUT THE COUPON, WHAT SHOULD I ASK THE OTHER PERSON INVOLVED IN THE ACCIDENT? 

In the event of an accident, the other driver must be asked to show the insurance certificate or the official document certifying the existence of RCA insurance coverage. Alternatively, you can ask for the policy and payment receipt. It should be remembered that the names of the companies that insure the vehicles involved in the accident represent indispensable information for the presentation of the accident report.

WHAT ABOUT AN ACCIDENT WITH AN UNINSURED VEHICLE?

If, on the other hand, the accident occurs with an uninsured vehicle, the injured party, as already happens today, can request the intervention of the Guarantee Fund for Road Victims. The Fund is managed by Consap, the concessionaire for public insurance services and is funded by all those who regularly pay the premium for the motor liability insurance policy, with a mandatory contribution equal to 2,5% of the premium itself.  

HOW TO BEHAVE ABROAD?

To circulate in the countries of the European Union (in addition to Andorra, Switzerland and Serbia) it will be mandatory to have the insurance certificate on board the vehicle proving the fulfillment of the insurance obligation, while in non-EU countries the green card will continue to be mandatory .
