Tax reform: two key proposals make their way into the draft being studied by the Parliament Personal income tax e taxation of financial income. The discussion on the text has entered the final phase, waiting for the Finance commissions of the House and Senate to meet to give the green light to the definitive document no later than 30 June. This will be the basis on which the government will have to prepare the enabling law by July.
TAX REFORM: LESS IRPEF
But let's get to the measurements. on the side ofPersonal income taxaccording to what he writes The Sun 24 hours, the goal would be to lighten the burden on the third rate, the one between 28 and 55 thousand euros, which includes 7 million taxpayers. This would smoothen the curve of effective tax rates which currently penalizes the middle class and discourages increases in income and productivity.
But if the final half agrees on all parties, the road to follow to reach it is more controversial than ever. There are two main hypotheses: on the one hand the reduction of the brackets personal income tax from five to three; on the other the German model, dear to the Democratic Party, which provides for progressive and personalized rates according to the taxpayer's income and work (in the draft tax reform, this second possibility is classified "in the alternative").
TAX REFORM: CAPITAL GAIN
As regards the tax levy on financial income, the lowering of the rate from 26 to 23% is assumed, the same threshold envisaged for the first income tax bracket. Government bonds (which would continue to benefit from the reduced rate of 12,5%) and supplementary pensions, on which ad hoc interventions are required, would be excluded from this change.
Three other key proposals contained in the draft tax reform concern businesses: the abolition of Irap, which would be incorporated into IRES; the revival ofEntrepreneur Income Tax (Iri) 24%, to be granted as an option to those who reinvest the profit in the company; and the remodulation of the calendar of tax advances, with the transition from two installments to a monthly installment.
