After stating that Moody's will not condition the EU's assessments of Italy, who continue to be optimistic, the European Commissioner for Economic Affairs Olli Rehn he spoke again, this time on the subject of banks: "There is no concrete European plan for the recapitalization of banks, there is only an ongoing discussion".

Brussels believes that any intervention in this phase must have “a European approach, be coordinated even if the action plans must be on a national basis”.

However, the Commission indicated that the situation in the banking sector as a result of the market "turbulence" of the last few weeks and certainly after the stress test, "it got worse by bringing out a problem of liquidity and not of solvency".
