The Berry Sea Observatory conducted an analysis on the trend with activities of bankruptcy courts nationals in the first half of 2025To conduct the analysis, the judicial sections with the highest number of activities were considered. These sections, in fact, combined, contribute more than 50% of all bankruptcy proceedings nationwide. The sections include the cities of Bari, Bergamo, Bologna, Brescia, Busto Arsizio, Cagliari, Catania, Florence, Genoa, Milan, Modena, Monza, Naples, Padua, Rome, Turin, Treviso, Venice, Verona, and Vicenza.
The observatory, through its investigation, studied the changes which have characterized judicial activities starting from some of the most important indicators, from the activities of the courts of the cities indicated above and also observing the performance of the courts themselves. What emerged is that the craft overall courts have immediately saw a 14% growth compared to last year, 2024. The indicator that defines the efficiency in case management has reached 17 % on average at the national level.
Berry Sea Analysis: Courts and clearance rate
In the analysis of the twenty Italian courts, Cagliari emerges as a city with the court whose clearance rate, that is, the efficiency in the disposal of cases with respect to the incidents mentioned above, is the highest. The rate stands at 154%. At the opposite spectrum, for the Berry Sea Observatory, there is Genoa whose court records a -40%. Rome, the court stands out for the number of new procedures, there are 395. Follows Milan with 387. The only one outlier it is the court of Verona which records a decreasing trend of the new ones procedures, but a increase for the definite.
Berry Sea Analysis: Regional Trends
Il Molise stands out as the region with the greatest drop in enrollments compared to 2024, the data that stands out from the analysis is -37%. Another piece of information is thus connected: that is the clearance rate which is the most highThe observatory highlights in fact that in first six months of the 2025 – the time frame on which the analysis is based – have been closed more than double of open procedures. The situation is different for Lazio: the region shows a balance among new registrants, 694, and the procedures defined 684Lombardy has the highest numbers: new members are 1033, while the procedures defined 1112.
Berry Sea Analysis: What Led to These Changes
For the Observatory, the change in trends is essentially due to the consequence of therate increase and the cessation of moratoria. Companies that have resorted to the moratoriums from 2020 to 2022, are in difficulty today. In addition, the change can be traced back to new regulations. The latter have in fact brought to light situations of potential insolvency more quickly. The fact remains that, as the analysis highlights, the clearance rate is the most important data to observe. It is among the goals of the Pnrr, Reduce the time of Italian justice. Considering the data emerging from the study by the Berry Sea Observatory, the courts show signs of recovery and improvement, especially due to a reorganization and expansion of the court workforce thanks to the same funds of the National Recovery and Resilience Plan.
