For this reason, according to the Italian Association of Building Builders, investment this year in the energy requalification of buildings will drop by 8% compared to 2021. It is the consequence, in general, "of the continuous changes to building bonuses", and, in particular, "of the temporary block on credit transfers, which invests not only the Superbonus 2022 but also the ordinary bonuses, generated by the Dl supports ter".

Furthermore, in its latest Observatory, the Association launches a alarm on construction sites connected to Pnrr, emphasizing that are at risk of crashing due to rising material prices. "We need an adjustment of the price lists and the auction-based amounts, as moreover recently carried out by some primary contracting stations", we read.

Among other risk factors, Ance also points out the shortage of manpower: "In 2021, as many as 40% of the profiles required in construction are difficult to find".

Furthermore, beyond the chaos on the Superbonus 2022 rules, the Association points the finger against the inefficiency of the PA: "All planned investments must be awarded by 2023. This is a further important critical element in view of the capacity of the Public Administration, impoverished by years of lost investments and by the blocking of turnover".

Last year redevelopments +25% thanks to various bonuses

In the Observatory, Ance underlines that investments in redevelopment last year of the housing stock increased by 25% thanks to building bonuses and credit transfer and invoice discount mechanisms, bringing total investments in the sector to 55 billion. The growth in turnover connected to tax incentives in the first 11 months of 2021 was therefore 43,4%.

As regards the Superbonus 110%, Ance recalls that so far there have been 107.588 interventions for a total of 18,3 billion euros spent (the data are the result of Enea-Mise-Mite monitoring and refer to 31 January 2022) .

Investments in construction +16,4% in 2021: beyond pre-Covid levels

Furthermore, according to the Association, again in 2021 the construction sector recorded investments up 16,4%, a result even higher than pre-pandemic levels (+9% compared to 2019).

“For the first time, after years of low growth and lastly the crisis generated by the pandemic – explains Ance – Italy is back among the main EU countries in terms of development. The construction sector made a strong contribution to this result, which with all related activities comes to represent 22% of GDP, activating a supply chain connected to almost 90% of economic sectors, capable of generating the highest driving effect on the economy between all sectors of industrial activity”.

Also good production (+ 24,3%) and employment (+11,8% of building fund members and +26,7% of hours worked).
