It is allowed to go to second homes, to move to other Regions for work and to visit the partner, but not the boyfriend. It is also possible to be accompanied by people who do not live together (under certain conditions) and to visit friends and relatives. The Government has published the new FAQs containing clarifications of rules and prohibitions after the law decree approved on 14 January.
We see what is possible and what is not possible until February 15th (at least).
SECOND HOMES: RULES AND PROHIBITIONS
The long-awaited clarifications on the possibility of reaching second homes have arrived. It can, even if the dwelling is located in another region (regardless of color). The derogation is valid for the owners of the property and for their cohabiting family nucleus, for holders of a lease of more than 30 days and cohabitants. As he explains Republic: “if a family usually spends time in a second home owned by their grandparents and during those times they live with them there, they can return to any area they are in, even red. But it cannot host other people or other families there”.
With regard to second homes for rent, precise rules have been established: it will be possible to go only if the rental contract has been stipulated before January 14 (date of the decree-law). Otherwise, we will have to wait at least until February 15th. It is forbidden to move even if the second home has been rented for a period of less than 30 days. In fact, the Government explains in the FAQs that the possibility of moving to a second home is limited to "returning" and this is because the provisions in force allow, from 16 January 2021, to "return" precisely to one's residence, domicile or home, without providing for any limitation with respect to the so-called "second homes".
Another clarification comes for those who moved to a second home before the new measures came into force. In this case it is allowed to move beyond the regional borders for work, study, health, necessity or urgency and to return to the home of residence. Family reunifications or with partners are also permitted.
In all the cases listed above, you must always carry the self-certification with you.
PARTNERS AND BOYFRIENDS
Forget the now famous relatives, now the partners have arrived. The faqs explain that it is possible to reunite with partners, even by moving to other regions:
“My spouse/partner and I live in different cities for work (or other reasons). Will it be possible for me or for him/her to reach him/her? It will only be possible if the place chosen for the reunification coincides with the one in which you have your residence, domicile or home".

In summary, it is possible to join your partner in another region, provided that you have your residence or domicile in the house where you join him, or that this is your "de facto home".
But be careful: the move will only be allowed for partners (a term that indicates two people living together, even if not married). For non-cohabiting boyfriends, moving is prohibited.
TRAVELING BY CAR
Traveling by car is allowed:
"with people who do not live together, provided that the same precautionary measures are respected as for non-scheduled transport: i.e. with the presence of only the driver in the front part of the car and a maximum of two passengers for each further row of rear seats, with the obligation for all passengers to wear a mask. The obligation to wear the mask can be waived only in the event that the car is equipped with a physical separator (Plexiglas) between the front and rear rows of the car, in this case the presence of only the driver in the front row and only one passenger for the back row”.

MOVEMENTS WITH ACCOMPANYING PEOPLE
It is possible to move between Regions (regardless of colour) with a companion, even if you do not live together, if you do not own a car, if you do not have a driving licence, if you are not self-sufficient or in the presence of an impediment. In the event that the accompanying person and the person being accompanied are not living together, they must both wear a mask.
TRAVELING TO PROVIDE ASSISTANCE
Movements made to provide assistance to non self-sufficient relatives are also permitted between Municipalities and Regions in different areas, "where it is not possible to ensure them the necessary assistance through other subjects present" in that Municipality or Region. However, it is forbidden to move in numbers exceeding the number of people strictly necessary to provide the necessary assistance: usually only one adult relative, possibly accompanied by minors or disabled people whom he usually already assists. Inside the red zone you can go to assist a relative or friend who is not self-sufficient because it is "a condition of necessity".
TAKE AWAY
Take-away sales continue to be permitted from 18pm to 22pm. The prohibition set out in the decree applies only to bars without kitchens and to the retail trade of beverages.

FUNERALS
Movements between regions, including red ones, are allowed for work, health or necessity reasons and to return to the house of residence, domicile, usual home. The Government has clarified that it is possible to go to another Region also to attend the funeral of close relatives (up to the second degree) "or of the only remaining relative".
VISITS TO RELATIVES AND FRIENDS
Visits to relatives and friends by two people (more under 14 or non-self-sufficient people) are also allowed in the red areas, but always exclusively for journeys made for proven reasons of work, health or necessity (even to another Region) and it is always possible to return to one's residence, home or home, including second homes.
This is reiterated by the Government FAQs, which confirm that, between 5 and 22, once a day, a maximum of two people, in addition to those already living together, are allowed to move to a single inhabited private house located in the same municipality. in the house. The person or two people who move will still be able to bring their children under the age of 14 and the disabled or non-self-sufficient people who live with them. For those who live in a Municipality with up to 5.000 inhabitants, this movement is also allowed within 30 km of the border of their Municipality (therefore also in another Region or Autonomous Province), with the prohibition, however, of moving towards the provincial capitals.
SEPARATED PARENTS
Separated or divorced parents can also visit their minor children in another Region or abroad. In any case, these movements must take place "by choosing the shortest route" and in compliance with health requirements (people in quarantine, positive, immunosuppressed, etc.).
It is also possible (but strongly discouraged) to accompany one's children to their grandparents or to pick them up at the beginning or at the end of the working day because "the elderly are among the categories most exposed to contagion and must therefore avoid contact with other people".
YELLOW ZONE: SPORT, HUNTING, FISHING, MUSEUMS
“It is allowed to go to public and private sports centers and clubs in the yellow area, to carry out basic sporting activities exclusively outdoors”. Yes also to hunting and amateur or sport fishing.
In the orange area these activities are only allowed within your own Municipality, in the red area they are prohibited.
In the yellow zone "the public opening service of museums and other institutes and places of culture (referred to in article 101 of the Code of cultural heritage and landscape) is suspended".
