Il Ministry of Economy e Cassa Depositi e Prestiti have started a collaboration to help “le Public administrations in the planning, definition, implementation, monitoring and evaluation phases of the interventions of the National Recovery and Resilience Plan (PNRR)". This is what we read in a joint note from the Mef and the CDP.

The goal is to "strengthen the administrative capacity of Public Administrations (PA) to seize the opportunities of the PNRR, accelerate the implementation of investments, facilitate compliance with deadlines and the achievement of objectives and targets", continues the note.

The agreement signed today establishes “the procedures for activating CDP to support central administrations and local authorities in the context of the PNRR. The agreement will lead to the definition of the so-called "Activity Plans" for each ministry, which will contain a description of the initiatives to be carried out".

Furthermore, "the administrations that carry out the interventions of the PNRR at a territorial level will be able to directly use CDP (and companies directly or indirectly controlled by it) for assistance and technical-operational support activities, for the management of funds and for connected,” reads the press release.

In detail, the support interventions envisaged in the Framework Agreement will concern five areas:

  • assistance to PAs in planning and planning interventions and in defining priorities (strategic context analysis, impact assessment, etc.);
  • the identification of investment lines to be implemented through public-private partnership procedures;
  • support for monitoring and verifying compliance with the milestone and target implementation schedules (respectively, qualitative and quantitative objectives) and with the principles of gender equality, enhancement and protection of young people and reduction of territorial gaps;
  • assistance to potential beneficiaries of the funds in the preparatory stages for the preparation of applications for funding;
  • technical assistance to public administrations that carry out selective procedures aimed at allocating funds, also through support for the development of dedicated IT applications for the management of PNRR intervention lines.
