Maneuver, the advice of the commissions to the Government

While the Government is preparing to put its trust in the measure once again in order to arrive at the definitive approval by the Senate, in all probability already tomorrow, the Public Works, Industry, Labor and Agriculture commissions are meeting to make suggestions to the Executive on the necessary measures to improve the maneuver.

The maneuver is about to be approved with the Government which will also put its trust in the Senate and with the final vote scheduled for tomorrow afternoon. But in the meantime, suggestions and solicitations are reaching the executive from the commissions called to examine the maneuver and to express an opinion. Concerning the risks associated with the high price of petrol, attention to small and medium-sized enterprises, liberalisations, port taxes.

from public works commission comes the indication of the opportunity to "supervise that any speculative dynamics on the cost of fuel do not determine further increases in transport costs". Another chapter: in order to promote the development of tourist ports, "fundamental driving force for the economy of coastal regions", ensuring, at the same time, the rational planning of interventions on the territory and the necessary control of the same by the competent public administrations. The same Public Works commission believes that "it would be appropriate to extend the project finance instrument also to the works to be carried out for pleasure boating purposes, integrating the legislation relating to the so-called project financing with the special one concerning the construction of structures dedicated to pleasure boating". Liberalizations: it would be appropriate "to introduce in the local public transport sector and the universal railway service, instrumental and regulatory elements, aimed at creating a more competitive system in the dynamics between possible subjects suitable for providing services".

La industry commission focuses in particular on small companies, urging them to "evaluate very carefully every possible intervention in support of small and medium-sized enterprises which are still called upon to deal with delayed payments by the public administration, despite the difficult financial crisis drastically reduced their liquidity margins, and the adoption of measures that allow the full implementation of EU directive no. 7/2011 on the fight against payment delays in commercial transactions". Not only that: we invite you to "prepare every useful tool to facilitate access to credit by businesses with particular regard to small and medium-sized ones".

La Labor commission does not hide that "despite the significant changes introduced, the economic maneuver requires heavy sacrifices from citizens, male and female workers, pensioners, businesses, local authorities and the various social categories of this country" and for this reason, in expressing its opinion, underlines how "suitable solutions must be sought to rebalance, with respect to access to retirement, in particular the existential and working condition of women, as well as that of workers who enter the world of work early and to promote policies of support for active ageing”

La Agriculture commission notes how the module which raises the multiplier applicable for the calculation of the value of agricultural land - for the purposes of the municipal tax - from the threshold of 75 to the threshold of 130 "is strongly penalizing for agricultural businesses, for which the land itself constitutes an essential instrumental asset for the exercise of the productive activity”. And therefore for the senators "this provision should therefore be suppressed or, alternatively, if it is not intended to accept this indication, the multiplier of 110 should at least be extended to all subjects having the requisites of professional agricultural entrepreneur, regardless of the assumption of the 'registration of the same to the agricultural security".
