China must build a class of "respectable" hackers to help protect government sites from unwanted attacks. This was stated by Zhou Hongyi, chief executive of Qihoo 360 Technology on the sidelines of a technology forum held in recent days in Beijing.

“The local Internet industry which is expanding at a rapid pace needs the protection of security experts who can attack sites like very hackers,” Zhou commented.

The so-called  “White-hat hackers” or ethical hackers are those who breach the security of sites to help companies find security holes. Zhou proposed holding university tenders to find future talent. In fact, this category of professionals is in hiding in a country experiencing an explosion of Internet services. Since commercial security companies only work for private clients, many "holes" are left in the networks of key organizations such as government agencies, state-owned enterprises and, in some cases, even the military.

Government and financial institution sites, however, attract the most cyberattacks, according to the National Computer Network Emergency Response Technical Coordination Center, a nonprofit cybersecurity technical vendor. According to the Network, 85% of attacks come from countries outside of China. According to an IDC report, less than 1% of information technology investments in China are dedicated to the security segment, compared to 9% in the United States, Europe and Japan.
