The decree that extends the green pass obligation a 23 million public and private workers was signed by the President of the Republic, Sergio Mattarella, and published in Official Gazette.

The definitive text confirms that from 15 October workers without green passes will not be able to enter the office, they will be considered unjustified absences and will not receive a salary "until the presentation of the aforementioned certification and, in any case, no later than 31 December 2021, the deadline for cessation of the state of emergency, without disciplinary consequences and with the right to maintain the employment relationship", reads the provision.

The draft of the decree provided that after five days of absence for civil servants, it would also be triggered the suspension. However, the version published in the Official Gazette eliminates the reference to the suspension for public employees which remains valid only for private companies with fewer than 15 employees.

The new version contains another novelty. The green pass requirement to access the judicial offices it will concern the ordinary, administrative, accounting and military magistrates, the members of the tax commissions. Excluding all other subjects who access the judicial offices, including "lawyers and other defenders, consultants, experts, witnesses and parties to the process", reads the decree.

An important clarification also comes on swabs. The price controlled on antigenic tests it must not be applied only by pharmacies, but also by all "health facilities affiliated, authorized or accredited with the National Health Service and authorized by the regions to administer" rapid swabs and adhering to the memorandum of understanding. 105 million euros have been allocated for free swabs for those exempt from the vaccine.
