The "unblock-Italy" will go to the Council of Ministers on 31 July, even if it will most likely not yet be in its definitive form. It will be a package of measures on infrastructure and the revitalization of construction which, in the intentions of Renzi and the Government, will give a decisive boost to the growth of the economy, which is still grappling with controversial signals.

It will be a 360-degree intervention, which will involve the acceleration on EU funds, but also the radical simplifications for private construction, and again: the reprogramming of the objective law, the immediate financing of a limited number of major works, the port reform, the approval (perhaps with Dpcm ) of the airport plan and numerous other measures.

One of the focuses of the decree is precisely the chapter on simplifications for private construction. Matteo Renzi, in spite of the regulatory difficulties recorded in the past, aims to carry out a radical intervention, starting from the standard building regulation for all 8 municipalities, with a 
noticeable homogenization impact on the current regulatory stew.

This chapter of the provision also includes the acceleration of building permits and the strengthening of the "one-stop shops" for construction in the municipal area. We are also working on some changes to the functioning of the service conferences (with the strengthening of substitutive powers) and on the reduction of the intervention perimeter of the Superintendencies, with the exclusion of small and very small works which make up 70% of the total.
