Taxation and football: the Revenue Agency shines its spotlight on clubs

New alliance between the tax authorities and the world of football. The Revenue Agency and the Italian Football Federation renew their collaboration in view of the 2017/2018 season. The director of the Revenue Agency, Rossella Orlandi, and the president of the FIGC, Carlo Tavecchio, have signed a memorandum of understanding that will allow the two entities to verify the financial equilibrium of professional football clubs, in order to guarantee the regular running of the championships.

THE POINTS OF THE AGREEMENT

The FIGC will communicate to the Revenue the list of professional sports clubs complete with company name and tax code/VAT number, in order to proceed with the verification of tax obligations. In particular, the Agency will check the following data:

– the payment of VAT payables relating to the 2016 tax year resulting from the returns presented by 28 February 2017 and expired on the same date, in addition to the transfer of the tax balances for companies adhering to the VAT liquidation regime of group as subsidiaries;

– the successful presentation of the returns relating to the tax period ending on 31 December 2015, the payments of Ires, Irap, Vat and the Irpef withholdings on income from employment resulting from returns for the same period;

– payment by installments of the sums due following the settlement of taxes and withholdings relating to returns with tax periods ending on 31 December 2010, 2011, 2012, 2013, 2014 and 2015;

– the payment, even in installments, of taxes and withholdings relating to deeds that have become definitive, with notices notified by 30 April 2017.

PRIVACY-PROOF REPORTS

Once the checks have been completed, the Revenue Agency will communicate the results of the checks to the FIGC. The information will travel in a secure and controlled manner, protected by passwords and respecting the rules of pertinence and non-excessive data processing. The Revenue Agency and Federcalcio will also identify a person responsible for managing the protocol and for transmitting and receiving information.

The protocol will remain valid until 28 February 2018, a deadline within which it can be renewed for subsequent sports seasons.
