In detail, the voluntary repentance is a supplementary declaration with which taxpayers can independently bring out the income not declared in the annuity that can still be subject to assessments by the tax authorities (2013-2017).

Letters of compliance have shot up from 395 in 2015 to 1,89 million, a record recorded last year according to the preliminary data.

In the 2019-2021 performance plan, the Revenue Agency estimated to recover a total of 1,5 billion euros in revenue thanks to this communication activity, banner of the campaign for the "tax friend" launched four years ago by the Renzi government.

Based on the experience of recent years, the majority of compliance letters concern theVAT. In 2017, for example, reports relating to value added tax exceeded half of the total.

The letters they are not appealable by taxpayers because they are not taxable acts and therefore they have nothing to do with fiscal peace either. On its website, the Revenue Agency explains that whoever receives an "unfounded" one must send the Tax Authorities "any elements and documents of which the Agency was not aware".
