The forecast is by Franco Bassanini, president of Cassa depositi and Astrid who prefigures a model "not different from that of motorways under concession". Bassanini spoke about it - reports Cor.Com, the online newspaper specializing in telecommunications - during a conference at the Roma 3 University, specifying that "we will gradually move towards a regime in which the new generation infrastructure will be one, on the same part of the territory, under a regime of substantial natural monopoly".
However, the infrastructure "will be regulated by the authority in order to guarantee not only the equivalence of inputs, but will also be regulated in terms of access prices and fees", he concluded.
According to Bassanini, in the new generation of telecommunications infrastructures, "in Italy, due to the state of public finances, there are not the conditions to be able to invest tens of billions of public money, increasing debt and deficits".
“The constraints of the budget pact prevent this,” the manager clarified.
