The Transport Regulatory Authority, with the resolution no. 73/2018 of 18 July 2018, approved the toll tariff system for the assignment of the new concession for the in-house management of the A22 Brennero-Modena motorway section.
The new tariff system, as stated in the resolution, is based on the "price-cap" method, with determination of the productivity indicator every five years, and on tariff modulation criteria which also take into account the environmental impact of vehicles.
In particular, the system provides for: the identification of the pertinent activities and the eligibility criteria for costs and investments; the determination of the net invested capital and the related rate of return; tariff and productivity dynamics; the incentive mechanisms and penalties, in relation to the levels of quality of service and investments; the definition of the accounting separation and regulatory accounting obligations; the methods of annual monitoring; the criteria for tariff modulation and for any further tariff changes.
