Art Bonus, ceiling of 20 million for loans to support public cultural assets

A new protocol between ALES, Istituto per il Credito Sportivo and ANCI with which a ceiling of 20 million euros is made available to the Municipalities for the granting of subsidized loans aimed at completing interventions on cultural heritage public belonging to them, recipients of donations through Art Bonus. The conditions for accessing credit have also been simplified, especially for the Municipalities of Southern Italy.

The funding must be used to complete the financial requirements necessary for the full implementation of the projects, provided that they have obtained donations with Art Bonus for an amount of at least 51% of the total cost of the Intervention. For the Municipalities of the Basilicata, Calabria, Campania, Puglia, Sardinia and Sicily regions, the threshold is reduced to 30%. Each Municipality will be able to obtain one or more loans, up to a maximum amount of 6 million euros.

The three entities, in consideration of the difficult moment going through by the cultural sector following the pandemic and in the awareness of the value that public cultural assets have for local communities, both in terms of identity and for their capacity to attract tourists, have decided to consolidate the collaboration already started in 2017, strengthening the commitment in favor of the Municipalities, especially in those cases in which the amount of the donations with Art Bonus is not sufficient to cover all the costs for the complete implementation of the conservation and protective interventions.

“The Municipalities are custodians of the country's profound identity and of what makes it unique on an international level. With the strengthening of the Art Bonus it will be possible to conclude interventions to safeguard the cultural heritage that allow it to be widely and widespread and contribute to strengthening the tourist attraction capacity of the Italian territorial realities” declared Roberto Pella, Vice President of ANCI.

The Art Bonus is the fiscal instrument introduced in 2014 with the aim of promoting cultural patronage through the allocation of a tax credit against donations in support of the Italian public cultural heritage. To date, 1.884 institutions and over 15.500 patrons have benefited from this measure, for a total of 3.800 interventions and 464 million euros collected throughout the national territory.

In this process of growth, the Bank's objective is to take on additional responsibilities, not limiting itself to being a "simple" bank, but a platform of solutions that rationalize the design process, facilitating the creation of works and the optimization of their management . A real "factory of trust" that starts from listening to and analyzing the context and the market, rather than the architectural dimension, through projects and infrastructures that develop on even immaterial foundations, such as education, training and the information.

ALES – Arte Lavoro e Servizi SpA. is the in-house company of the Ministry for cultural heritage and activities and for tourism, engaged for over fifteen years in support activities for the conservation and enhancement of cultural heritage and for the technical-administrative offices of the Ministry. The company is responsible for the management and promotion program of the Art Bonus on behalf of the MiBACT.

ANCI constitutes – statutorily and institutionally – the system of representation of Municipalities, Metropolitan Cities and bodies of municipal derivation.
