The tragedy of Emilia Romagna bears the full weight of climate change. The Nobel Prize winner Giorgio Parisi hopes for a global plan, the Meloni government is unable to do even the Italian one.

The flood in Emilia Romagna was faster than the state. Much faster than bureaucracy and studies to prevent disasters or, at least, limit the damage. Italy has been without a climate plan for some time, although I am within June 2024 an organic, integrated text to tackle climate change must be delivered to the European Commission: it is called Pniec.  The drafts have been circulating for years among the Ministries to reach the final draft. The latest one is from 2020, it contains 5 macro areas, from decarbonisation, research, territorial effects, innovation and competitiveness. But it's like a pack of white paper. Why? Because the energy and greenhouse gas reduction targets set out in the document do not meet European standards. In theory the Plan contains more than 350 shares to put on the ground, as they say today. In practice, none have been launched. For example, there is talk of renewable energy to reduce climate-changing emissions. For the EU, by 2030 they must be reduced by 55%. Those in Italy at the end of 2021 had only fallen by 20%. In the next seven years, therefore, a miracle must be performed to reach 55%. Meanwhile, private individuals move more than public authorities by investing their own money.

The planet shows its wounds

Professor Antonello Pasini ininterview at FIRSTonline the other day he reminded us how greenhouse gases have significant effects on tragedies such as the one in Emilia Romagna. " Must limit greenhouse gas emissions to avoid even worse situations,” he said. It is Pichetto himself who points out that of 126 billion of European funds 2014-2019 due to hydrogeological instability, the final expenditure was just 34%. Okay, he wasn't there, but now he is. In the Pniec to be reviewed it is written that "due attention will be paid to ensuring compatibility between the energy and climate objectives and the landscape protection objectives, quality of air and water bodies, safeguarding biodiversity and soil protection. The interventions necessary for the growing decarbonisation of the system require plants and infrastructures that can have environmental impacts". It was written to the Ministry. So ? cin vain they say.

The climate plan is rapid and concrete

If this plan exists (in addition to the phony draft of the Pniec) it will be made public and it will be noted. It would be all too easy and harsh to doubt the Minister's abilities and it would not lead to anything good. Also because before him there were those who were not afraid to do worse, canceling emergency structures only because they were created by "enemy" leaders. The point is that as soon as possible the government of Giorgia Meloni in its entirety and Minister Pichetto Fratin in his precise responsibility, establish priorities, times and work to be done, the better for everyone. The only thing the Ministry of the Environment has done on the Pniec, is the questionnaire online to collect opinions and indications from citizens, businesses, associations. The questionnaire expires May 26, but after that there is another year for the final draft and to present it in Brussels in June 2024. If you bring it first, they certainly won't send it back, after the devastation of the Marches, Ischia, Emilia Romagna before and second flood.
