Twenty-five billion of new credit to small and medium-sized Italian enterprises. This is the mass of resources that the Government intends to activate with the national "industry 4.0" plan through a public guarantee fund of one billion euros. This was stated by the Minister of Economic Development Carlo Calenda while participating yesterday in the seminar "Digital Agenda, Industry 4,0, Digital single market" organized in Rome by Assonime.

“The national plan – explained the minister – was articulated on the basis of the evolution of super-depreciation which works at 250%, thanks to which 36% of the purchased asset is absorbed by the lower taxation. Furthermore, the incentives for research have been doubled, the Sabatini law has been renewed, the guarantee fund has been extended by one billion euros, which will be able to generate 25 billion in credit for small and medium-sized enterprises”.

As for broadband, "we started in the white areas, but we play the game in the gray areas, where the majority of businesses are located - underlines Calenda - we have also thought about putting the investments of entrepreneurs who decide to invest in the last mile. Digitization and innovation are not technical issues, but highly political ones, just as internationalization has been in the past years. They are disruptive phenomena, with respect to which the rejection of modernity must be avoided. We must never say that they are positive phenomena by definition. Digital has been looked at under an efficiency lens, but in reality it is the welding element between the present and the future. Manual work will not disappear, but it is necessary to accompany the change and updating of skills. We have to talk about it seriously and not ideologically. The entire reformist class of the West has been called into question by populism, and on digital there is a need for non-ideological, but concrete evangelization”.

The general manager of Assonime, Stefano Micossi, also insisted on the "system" aspects connected to the digital Agenda: "Digitalization - he underlined - is not a way to remove the constraints of the Italian system which must be removed independently". On the other hand it is an essential component of the modernization of the country. The plan – he added – has started but “without a coordinated game we will not fill the gap. We need a multi-year strategy and effort”. Above all, it is necessary to prevent each sector of the public administration from proceeding on its own by building its own digital silo. . “Interventions must be horizontal to produce better results”. The success of "digital Italy" also depends, according to Assonime, on "efficient governance, constant political commitment, clear responsibilities and an efficient reporting system". Finally, it is necessary to arrive at an open data system of the public administration and use technology to give added value to services.

The Assonime seminar was also an opportunity to present the study "Single digital market: the challenges for public policy in Italy" elaborated by the association and containing 20 policy proposals to promote digital growth.
