It is in the hands of public consortia the reorganization of the Veneto water networks. A complex but monetized industrial process, waiting for the government to define strategies and targeted public investments. The Viveracqua grouping has just closed the third issue of Hydrobond 2020 for a value of 248 million euros. Fresh money needed to boost water distribution in 320 Veneto municipalities with 2,3 million inhabitants. Along a network of 27.000 kilometers over the next 4 years, work will be carried out for around 700 million euros. 

The 6 consortium managers in Viveracqua are: Acquevenete SpA, Alto Trevigiano Servizi Srl, Azienda Gardesana Servizi SpA, Livenza Tagliamento Acque SpA, Piave Servizi SpA, Viacqua SpA carry out innovative projects that have enjoyed the trust of the market. In difficult times, the European Investment Bank, Cassa Depositi e Prestiti, and Kommunalkredit AG were the main investors in the securities. The EIB subscribed 50% of the total financed for 124 million euros, Cassa Depositi e Prestiti has invested 30 million, Kommunalkredit Austria AG EUR 74 million. The entire operation was coordinated by Banca Finint. 

"The final result will allow us to support, without slowing down, the investments that the water sector needs and which are also a driving force for the economy of our territories", he said Monica Manto, President of the Viveracqua Consortium. In reality, municipalities and families, not unlike other areas of Italy, need modern and efficient infrastructures. Here a program is going ahead that has already absorbed 540 million euros and qualifies as a territorial synergy. The context concerns direct management of essential services, where the national water and aqueduct sectors are demanding a turnaround and an industrial leap.

On the other hand, it was Arera itself, which determines the water tariffs, that highlighted the item "aqueducts" to the government in view of the Recovery Fund. He asked to define a single water-energy-environment planning based on a multiannual program for the period 2021-2028. Specifically, simplifications, incentives and financial instruments based on economic coherence between the cost of the service and the level of quality. We don't know what will happen in the coming weeks, it is certain that for now the territories rely on the market. It is no coincidence that Fabrizio Palermo, CEO of CDP and Dario Scannapieco, Vice-President of the EIB, express very positive opinions on the Viveracqua Hydrobond 2020 operation.
