Superbonus, green light from the Chamber: extension for villas and deduction in ten years

Extension for villas, deduction in 10 years, reopening of the terms for the transfers relating to 2022 expenses and conversion of problem loans into Btp but only for banks, insurance companies and other intermediary institutions. These are some of the news principal of Superbonus decree, approved by the Deputies Chamber with 172 in favor and 114 against, in which there was no shortage of heated verbal exchanges between the majority and the opposition. Now the text passes armored in the Senate and must be approved by April 17, without changes in order not to go back to the House.

Extension for villas

The most important novelty is the long-awaited extension of the deadline set at the end of the month to deduct the 110% expenses relating to single-family units and independent units. But only by respecting the basic condition: having carried out at least 30% of the total works by 30 September 2022. There will be an extra six months to make the transfers relating to the interventions: until September 30 of 2023, from the old deadline of 31 March.

Hello transfers 2022

Le expense of last year can still be sold even beyond the current deadline of 31 March against a fine of 250 euros: it will be possible to arrive at 30 November, but only if the transfer is carried out in favor of banks and financial intermediaries registered in the register provided for by article 106 of the consolidated text of the laws on banking and credit, companies belonging to a banking group registered in the related register, insurance companies authorized to operate in Italy.

Deduction in ten years

The stop to the sale and discount on the invoice of last February 17 made it impossible for several taxpayers to deduct a level of discounts such as the one generated by the Superbonus in their tax returns. There is an extra chance for low incomes with low tax capacity: only for 2022 expenses of 110% will it be possible to recover the deduction in ten years, instead of four. The extension option must be exercised in the 2024 declaration.

Credits, for banks the conversion into Btp

I credits of the Superbonus may be converted to Btp but only for banks, insurance companies and other intermediary institutions. To prevent these subjects from depleting their tax capacity, the possibility will arise of using the credits to subscribe for issues of long-term Treasury bills (Btp) for 10 years (starting from 2028) to dispose of up to 10% of the tax credits compensated. The measure applies to interventions carried out up to 2022. The implementation will pass through provisions of the Revenue and the Ministry of the Economy, having consulted the Bank of Italy.

No news for the assignment of credits

No news, however, on problem loans. At least not by the government, while Unicredit announced that it has reopened for sale. The executive is thinking of a system to dispose of blocked credits thanks to the large state-owned companies, but the mechanism has not yet seen the light of day.
