A large group of municipalities spread over a territory equivalent to a significant portion of an entire region, in the case of less densely populated areas. It's about the primary cabins for the distribution of electricity which act as a geographical reference, but above all as a technological cornerstone, for the nascent (so far with difficulty) Renewable Energy Communities (CER). It is a fundamental, perhaps definitive, step so that the race for renewable energy communities can overcome the very difficult situation experimental phase which has marked them so far, to really begin to develop. It must be said that the reference discipline for renewable energy communities is still waiting for the last pieces of the complex system of regulations which so far has slowed down their development, overcoming the delays of Italy compared to other European countries.
It must be said that those who intend or would like to set up a CER are directly helped by the institutions called upon to promote this process. On its website, the GSE does not limit itself to providing the new map but offers local administrations and individual citizens documentation of reference. Not only that: an activity takes shape in the GSE offices advice direct local administrations which constitute the natural pivot of renewable energy communities but which find themselves facing a series of questions ranging from the better management of incentives to the very constitutive and operational form of the CER.
Much is also being doneAeneas which to directly promote the establishment of CERs by supporting both local administrations and citizens has established a Observatory made up of around forty members including research institutes, local authorities, associations, professional companies in the sector. Important operational indications are already emerging from the observatory's working material. Here are some. Bigger is better: the benefits of an energy community for its members and for the local community are all the more relevant the larger and more articulated the individual CER is in the territory, which can thus find the best balance between consumption and green generation. Calibrate the governance: do not underestimate in the preparatory phase the correct attribution between technical and administrative tasks and responsibilities on the one hand and the mechanism for distributing community benefits on the other.
