“The burden of taxes shifts from direct to indirect ones”. This is a summary of what Prime Minister Mario Monti stated in the Fiscal Policy Guidelines for the three-year period 2012-2014. In the provision, the Government confirmed, in the context of the implementation of the tax reform, measures aimed at "rebalancing the tax system" and "at the gradual shifting of the levy axis from direct to indirect taxes".

Prime Minister Monti wrote in particular: “As part of the tax reform implementation process, schemes will be prepared regulatory measures aimed at rebalancing the tax system, also in relation to the taxation of financial income".

The Government's tax measures will affect especially the real estate sector: in order to counter tax evasion and avoidance phenomena connected to out-of-date cadastral valuations, the executive will intervene to guarantee tax equality in this area as well. In particular, writes Prime Minister Mario Monti, the interventions will be "aimed at the attribution of the presumed cadastral income, in the presence of buildings never declared in the land register, pending the cadastral regularization, also through the stipulation of agreements with the professional categories".

The Deputy Minister of Economy, Vittorio Grilli, also spoke about the "treasury", confirming the intention to return the higher revenues to the citizens: "The intention is there and future successes in the fight against tax evasion will be returned to the citizens, as it should be". On the hypothesis of a Fund to collect the revenues to be redistributed, Grilli explained: "Technically, the Fund has not been created because the revenues do not yet exist and cannot be quantified, but it is a technical question and we will introduce it as soon as there is a need" .
