For over a year the Forum on Social Inequalities he did it. He identified five areas and together with the Basso Foundation he drafted the Report "Local Energy Welfare: a year of experimentation for new public policies".

Understanding how we got to this point was the starting point for not leaving these people abandoned for another few years. For them, to blame, there are no official data nor a socio-economic definition. “Energy poverty must be contextualized in the broader field of poverty and is a phenomenon that fully fits into Italian welfare,” says the Report.
We could have imagined it but this time there is a field investigation. Which is a solicitation for all politics. Yes, because impoverishment grew just as the energy and ecological transition was being discussed. An under-the-radar phenomenon. Five cities in the Center and North were studied: Florence, Lecco, Varese, Trieste, Bologna. No signs of a turnaround.
A positive vision of Government and Parliament should, instead, create a bond between social and environmental justice. Half-way changes are not good, particularly when they leave behind pockets of precariousness. Thus the transition towards new production systems of one of the world's largest economies, without millions of families, ends up having very high social costs. THE bonus at the expense of the community, aren't they also born for this reason? Nor do we see encouragement or structural ideas from those who defend the welfare state. In the end we all pay for a distorted vision of welfare. It would be a battle of the left, but it is frozen.
A hidden right
In light of what has been studied in cities, it would make more sense to guarantee the right to access clean energy sources, alongside the right to save and consume energy produced from renewables. Who moves first? And then i poor who in these festive days go to the social canteens think first of all about sustenance.
For those who defend the welfare state this epochal energy transition must deal with the "issues emerging from the outbreak of the environmental crisis which exposes us to previously non-existent risks and gives more importance to prevention than compensation". It is an acceptable summary of the Forum which calls for feedback. The government continues with interventions to redistribute wealth towards those who are not only unable to pay the bills, but they must carefully measure consumption. How long can such a precious right be kept hidden?
Social tariffs, energy communities, income declarations, self-production, can make the difference. Associate those who live in the nightmare of spinning meters with a traced and somewhat disjointed path. As long as it is recognized that the right to energy – with everything that applies to the environment – is the right of citizenship.
