The tax will enter into force immediately (15 days after the publication of the provision) and will apply to tourists visiting Venice. Its purpose is to avoid "an assault" which, according to the councilors, produces more damage than income, making the city dirty and unlivable.

The contribution must be paidby any natural person who, using any carrier (any subject, both public and private, which carries out passenger transport services for commercial purposes) accesses the Old City of the Municipality of Venice or the other minor islands of the lagoon, except for excluded or exempt subjects".

In parallel, the City Council confirmed the creation of a paid ztl for private cars at the entrance along the Ponte della Libertà. The aim is to discourage the "crafty" who, to get around the landing fee) try to enter the city by car at the terminal in Piazzale Roma. In fact, the resolution explains that tariffs will be established for access to the ancient city "which takes place with private motorized vehicles, in order to preserve the historical and environmental heritage of the lagoon". The resolution gives a mandate to the Giunta to approve the tariffs, and the deeds to create a telematic system of payment of the and electronic control of access to the limited traffic area.
