Maintain the 15% regime for young VAT numbers. This is one of the three proposals that the 5 Star Movement will put forward on Monday during the umpteenth government meeting on the 2020 budget law. And it is not an invitation to dialogue, but an imposition: "Either they are done or there is no maneuver,” it reads on the Blog of the Stars.

In detail, regarding the flat-rate scheme for VAT numbers, “it is important that young VAT numbers continue to pay only 15% tax – writes the pentastellato political leader, Luigi Di Maio – which is not the case, because even taxes are raised in this maneuver. And that's not acceptable."

In short, according to the pentastellati, young professionals would be the victims of the new obligations (starting with the keeping of accounting records) which would trigger - based on what is inferred from the budget planning document - to enter the flat-rate regime at 15% with a limit revenues of 65 thousand euros. The idea to meet the request is to leave the flat-rate regime up to 30.000 euros: for VAT numbers from 30 to 65.000 euros, on the other hand, there would be the possibility of choosing between a flat-rate or analytical regime, rewarding those who opt for electronic invoicing. All this always with an unchanged rate of 15% (or 5% in the case of start-ups).

The number one of the M5S then asks for reduce credit card costs: “Fines for not using the POS are fine only if we reduce the costs of the POS for merchants, if we reduce the costs of credit cards. Because otherwise we risk finding ourselves in a situation where we are introducing a new tax for traders, not a fine. And that's not good."

Finally, the third point concerns the prison for the great tax evaders "and the confiscation for disproportion - writes Di Maio again - Who evades more than 100 thousand euros a year he must be seriously punished with prison and more than what he has escaped must be confiscated".

In the tax decree, passed with the formula "subject to agreements", only the increased sentence of 6 to 8 years in prison is foreseen for the crime of fraudulent declaration. Now Di Maio would like to go further, but on this side he meets the opposition of Italia Viva. According to the Renzians, prison for large tax evaders is already provided for by the Italian legal system and an overly punitive approach must be avoided, which would prove to be counterproductive on this issue.

Pd e Leo point out that – on the basis of the preliminary agreement reached in the Council of Ministers – the provision relating to prison for large tax evaders must be defined with a parliamentary amendment to the tax decree. But the 5 Star Movement is still pushing for immediate action, in the draft decree that will be sent to Parliament.
