New rules for entry into Ztl Green Band of Rome. After protests by citizens, Mayor Roberto Gualtieri, during a majority meeting in the Campidoglio, announced and explained the changes to the original draft of the regulation which intends to regulate the transit and parking of vehicles in new restricted traffic zone (Ztl) Green belt of the capital. The new text includes two important innovations: here who will be able to enter and who will not in the Ztl of Rome.
New entry rules in the Ztl Green Band of Rome
The main innovations on the Green Band are essentially two: the postponement of bans for certain vehicle categories and a maximum number of kilometers to be fixed either through the Move-In system, which allows a device mounted on the car to count the kilometers traveled and signal the threshold reached, or through an entry book, along the lines of Milan. However, the extension of the Ztl will not be changed. On the other hand, the most polluting vehicles will be allowed to park and bi-fuel vehicles, also powered by LPG, will be excluded from the ordinance.
The bans for Euro 3 and Euro 4 have been postponed
Currently, even if many ignore it, cars cannot circulate within Rome's Green Ztl Zone petrol and diesel (diesel) Euro 0, Euro 1 ed Euro 2. No entry even for diesel cars Euro 3. The rules are valid from Monday to Saturday (24h), excluding midweek holidays.
Then, starting from November 2023, the stop was to be extended to Euro 4 diesel cars and from November 2024 to Euro 5 diesel and Euro 3 petrol cars. In the end, however, the Capitol decided to postpone the stop for these categories, whose bans would have affected over 400 private cars.
The Move-In system and the entrance bonus in the Green Band
The other novelty, as already mentioned, concerns the introduction of the Move-In system. By installing a black box inside the car, the most polluting cars will have a number limited number of free admissions within the Green Band. The more the car pollutes, the fewer entrances will be available. It is not yet clear whether this Move-In mechanism will apply to all cars, even older ones in the Euro 0 and Euro 1 classes. There are no exceptions to taxis.
Bonus entries consist of the possibility of obtaining a limited entry book within the perimeter of the Green Band. In this case, citizens will have access to the Ztl annually without incurring a fine.
From November more checks: fines of up to 650 euros
From November, the activation of the 51 electronic gates installed by Roma Capitale: diesel cars up to Euro 3 and petrol cars up to Euro 2 that attempt to access the Green Belt will be fined. “The bans for Euro 0, 1 or 2 cars, for example, were already in force, introduced by Virginia Raggi. But no one checked. We will only light the gates ”, they say from the Capitol.
The fines for those who violate start by 160 euro and they arrive up to around 650 euros. In the event of a repeat offense, the driver's license will be suspended.
When will the new Ztl rules come into force?
To come into force, the new rules on the Green Band will have to be approved by the Lazio Region, in particular by the ARPA technicians, and will have to be "zero-balanced in terms of reduction of fine particles compared to what was foreseen in the first version".
