Voucher towards total abolition, skip the referendum

To avoid the referendum promoted by the CGIL, the Government is considering the total abolition of vouchers from 2018 - Protest Confindustria: "This favors illegal work"

Victory on all fronts for Susanna Camusso. After days of hypotheses and uncertainties, the final decision arrives: vouchers will be abolished fully accepting the requests of the CGIL. No changes, no new limits, but total cancellation for both businesses and families. Faced with the threat of the referendum, the majority chooses the safest path, avoiding going to the polls and risking another debacle after that of last December 4th.

"Today we will vote for the total repeal of vouchers“, explained Patrizia Maestri (Pd), rapporteur of the bill that will be voted on in the Labor commission of the Chamber this afternoon. "There will be a transition period until December 31, 2017 - continued the democratic deputy - to allow those who have already purchased them to use them". "The repeal is fine, it's an unexpected but positive result, but let's hope that the government doesn't bring them back under other guises", she concluded.

Going into detail, the amendment that the majority will vote on today fulfills the request contained in the referendum question promoted by the CGIL. Articles 48, 49 and 50 of legislative decree n.81 of 2015, part of the Jobs Act, will be eliminated, canceling the discipline on vouchers and ancillary work. The decree will be approved tomorrow, Friday 17 March, by the Council of Ministers. Inside there could also be rules that reactivate the principle of joint liability between clients, contractors and subcontractors that defuse the second referendum promoted by the CGIL, the one on procurement. 

Not at all happy with the decision of the majority, Confindustria: “Cancelling the vouchers would be a serious mistake. The government will not give in to unjustified pressure,” Confindustria vice president Maurizio Stirpe told Adnkronos. “It would be a sensational mistake, vouchers account for 0,19% of the total hours worked. Better to continue with traceability by increasing the area of ​​controls on abuses”.

President Vincenzo Boccia is also critical: "If it really has to be done, let it be a referendum," he said. “Disassembling something without debate doesn't seem like the right way”.
