Voucher: decree on traceability postponed

No way for vouchers. The Council of Ministers should have approved yesterday a decree to introduce the traceability of vouchers for hourly work, used improperly by many companies as an instrument of precariousness, but Prime Minister Matteo Renzi has decided to postpone the green light. The provision, therefore, will certainly return to the table of the CDM after the first round of the administrative elections, scheduled for Sunday.

The surprise move by the Premier has two reasons. The first is political: Renzi feared that the intervention on the vouchers could be accused of lack of incisiveness, exposing the Democratic Party to the attacks of the 5 Star Movement in these last days of the electoral campaign.

The second reason is more of merit and has to do with the vouchers for agricultural workers. In the latest version of the decree, a modification was about to be passed which provided for more flexible time limits only for agricultural vouchers for the mandatory communications introduced by the provision. The choice would be justified by the fact that other limits on use are also envisaged for these vouchers, but the lower traceability still lent itself to criticism from the left, moreover at a time when the government has just signed a protocol against illegal hiring.
