On the revision of the vouchers, the government should give more explanations on the consequences for public finance. It is the Budget Service of Palazzo Madama that requests these clarifications from the executive in the note on the Legislative Decree which provides for the stop to the use of vouchers.

"If the affirmation of the technical report that the elimination of ancillary work will not lead to a decrease in (actual) employment levels appears amply reasonable, the effects from the public finance point of view must be evaluated, which derive from the possibility that the services which until now had subsidized contribution and tax rates can move towards types of contract with ordinary rates (with positive effects for the treasury) or towards undeclared work (with negative effects for the treasury)”, highlights the report of the Senate budget service.

In short, the technicians of Palazzo Madama insist, "additional information from the Government could be useful, in order to confirm the hypothesis of neutrality of the effects on revenue, indicating the sums potentially involved and the percentage of reports (out of the total of vouchers) that could fuel undeclared work without, however, registering imbalances in terms of public finances”.

The dossier then underlines how on the various occasions in which the institution of vouchers has undergone changes to broaden their use, "the positive effects for public finance have not been discounted".
