Voluntary disclosure, rumors of reopening: it could become permanent

The doors of the Voluntary disclosure they have just closed, but there is already talk of reopening them. Despite pressure for a further postponement, the deadline for requesting access to the capital repayment procedure expired on 30 November. According to some rumors, however, the Treasury is thinking about the possibility of transforming the voluntary into a permanent possibility. The deadlines would therefore not be reopened for a further one-off window, but to regularize the procedure on a definitive basis. The new operation could see the light as early as February 2016.

Meanwhile, the Ministry of the Economy has made it known that, according to the first calculations of the Revenue Agency, the revenue guaranteed to the state coffers by adhesions to the voluntary disclosure arriving in 2015 is worth just over 3,8 billion (3.834.306.000 euros). The operation is considered a success, yet a few months ago the Bank of Italy had calculated that the amount of Italian capital illegally exported is between 200 and 300 billion euros.

It is obvious that a large portion of those resources will never return to Italy (for example the funds of organized crime), but it is also true that many savers and investors were in doubt up to the last minute and often made up their minds when it was already too late (several accountants tell of customers who even asked to join on November 30th). It is therefore probable that the voluntary disclosure has scope to still gather many supporters.
