Matteo Renzi opens to a reissue of the Voluntary disclosure, the voluntary collaboration procedure for the disclosure of capital held abroad. “In my opinion we'll do it again – said the Premier on Thursday evening in Porta a Porta –, there's room to be able to work on it again. Voluntary disclosure 2 is a concrete hypothesis".

The first edition of the procedure dates back to last year and resulted in state coffers about 3,8 billion. This is the revenue estimated by the Ministry of the Economy last December, calculated net of interest, applying prudential average rates to over 59 billion and 500 million euros of assets for which regularization has been requested.

The operation, started with the law n. 186/2014, closed at midnight on 30 November 2015 with 129.565 applications sent, of which 127.348 concerned the international disclosure and 1.507 that national (i.e. the regularization of capital held in Italy but not declared) and 710 both.

Of the more than 59,5 billion euros of assets disclosed to the tax authorities, almost 70% (about 41,5 billion) came from from Switzerland. The requests were sent by taxpayers residing in all Italian regions, but obviously with a non-homogeneous distribution: from the 63.580 in Lombardy (which overall guaranteed more than half of the revenue) at 88 in Basilicata.

We recall that the voluntary disclosure it is not a pardon: those who adhere to the procedure are required to pay taxes and interest in full, with only the reduction of penalties. Furthermore, the taxpayer effectively self-reports his tax position, which is sieved by the tax authorities.
