“Consob has strong investigative powers on market abuse but not in the other matters within our competence; for this reason an equalization of these powers, on phenomena that generate social alarm, could be reasonably desirable". This was stated by the president of Consob, Giuseppe Vegas, during a conference in Pavia.

Vegas asks the next government that Consob have more powers in matters in which it has few. Because, without a greater possibility of investigating, even on issues that do not directly concern market abuse, "there are long times, papers must also be requested abroad with rogatory letters and those who have committed any crimes have the possibility of making elements of trial".

“Savers must have little qualitative, clear and comprehensible information – continued Vegas – today there has been an excess of information. The model to aspire to for communication, according to the president of Consob, is "that of the seventh commandment which has only two words: do not steal". In the Italian code many more are used and, Vegas asked himself with irony, "Has thefts increased or decreased since the time of Moses?".
