The decrees to unblock the credits of companies towards the PA have been launched

The season of rigor is not over, but the Government has presented 4 decrees to speed up the collection of corporate receivables from the PA. Credits for 20-30 billion should be disposed of within the year: a nice injection of liquidity for the Italian economy.

The problem of credits of supplier companies to the Public Administration (and the delay in payment of these credits) has shaken the country's economic scene in recent months. And in fact it is a significant problem, because the credit crunch adds to the late payments been going on for several months now. The estimate of credit value that Italian companies boast towards the Public Administration is placed in a fluctuating range from 70 to over 100 billion eurosa average payment time which has reached in recent years i 180 days, with peaks that well exceed the year (to reach even longer durations in some regions). these USEFULL are abnormal compared to the European partners, both taking into consideration the total value and evaluating the payment days. At the European level, the estimate of credits due from public administrations is equal to approximately 180 billion euros: this means that about half of the Community credits originate from the Italian public administrations. As far as payment times are concerned, however, the main European partners and competitors are significantly lower than the Italian ones, just think that the average payment time in France is 64 days, in the United Kingdom 47 days and in Germany 35 days.

It is to this situation that the government yesterday May 22, presenting i 4 ministerial decrees, which should reduce the credits of companies on Local Health Authorities, municipalities, regions and other public administration entities e dispose of – according to the government – ​​already within the year 20-30 billion of the sums accumulated in the last few months.

 

In particular, the DMs touch on the following aspects:

· two decrees ( "certification decrees”) concern the certification of overdue credits respectively with the central administrations (including national public bodies) and one for the Regions and local bodies, including the bodies of the National Health Service. These are two "photocopy" decrees, one immediately operative (the one concerning central administrations), the other requiring the opinion of the State-Regions Conference but hopefully operative in the shortest possible time;

· a decree (“compensation decree”) concerns the compensation due following enrollment in the role, in implementation of law no. 78 of 2010. This is the most controversial part, on which the government has come to find an approach that has substantially satisfied the requests of the business associations;

· a decree concerns the Central Guarantee Fund, which provides concessions for creditor companies of the Public Administration, in implementation of law 214/2011 (so-called "save Italy").

To these acts is added the agreement between the Italian Banking Association and the business associations, establishing a ceiling dedicated to the unwinding of corporate receivables from the Public Administration as well as the dedicated resources already made available by Cassa Depositi e Prestiti.
