Taxes and Universities. The former have always been a thorn in the side of students attending Italian public universities. The judgement, in this juncture, has always been unanimous: costs are too high. But this year everything changes.

The Budget Law has provided new rules for Italian state universities. The news will mainly concern freshmen who will be able to count on free registration (with the exception of regional and stamp duty) if they have an Isee income equal to or less than 13 thousand euros.

No fees even for doctoral students without a scholarship and for students enrolled in the second or third year, etc. provided, however, that the university students are up to date with their exams and in progress. Huge savings even for those with higher incomes, provided that the ISEE stays below 30 euros.

Here in detail, how tuition fees change from this year.

In accordance with the provisions of the budget law, students with an Isee under 13 thousand euros they will not have to pay university fees . To enroll in and attend university you will only have to pay the tax for the right to study, the amount of which is equal to 140 euros, and the stamp duty, equal to 16 euros. 600 families will save between 300 and 500 euros annually.

As regards students of subsequent years, however, free enrollment will only be available to those who, in addition to the income requirements, meet other requirements. In detail, they will not pay taxes students in course or enrolled in the first year out of course, but possessing a specific number of credits. Students enrolled in the second year, for example, must have earned at least 10 training credits by 10 August, which become 25 for the following years.

Students in order with exams and with an ISEE of between 13 and 30 euros they will instead be able to count on substantial discounts which will result in substantial savings compared to previous years.

Possession of the above requisites will ensure that the maximum amount to be paid is equal to 7% of the ISEE quota exceeding 13 thousand euros. For those who have been out of course for more than a year, however, the amount will be equal to 50% of the Isee quota above 13 thousand euros, with a minimum due of 200 euros.

As for finally PhD students without a scholarship, total exemption from taxes and contributions is envisaged regardless of the income threshold.
