Confidence is taken for granted, the speech of the new Premier less so. Today at 15 pm the new Executive led by Enrico Letta will appear in Parliament to obtain the green light from the Chambers. A pure formality, since the Pd will vote in favor (the dissent of the most perplexed ones has also returned), Pdl and Civic Choice. The numbers therefore won't be a problem, but the life of the new Executive certainly didn't start under the best auspices. 

Yesterday, during the government swearing-in at the Quirinale, one was staged shooting in front of Palazzo Chigi in which two carabinieri were injured. An episode that will certainly be remembered today by Letta in his introductory speech in Parliament as a further demonstration that the country needs immediate responses and cohesion. Letta will appeal to a sense of responsibility, to the need to put aside divisions to work in the interest of the country, overcoming the demonization of broad agreements, which many prefer to call "mess-up".  

More specifically, the Prime Minister will have to send clear signals on what the new Executive intends to achieve in the matter of IMU. Of the eight points presented by the PDL as fundamental conditions for participation in and support for the Government, the abolition of the tax on first homes and the return of the amount paid in 2012 constitute the most controversial and decisive chapter. The Premier will have the task of reassuring the pidiellini in this sense, whose stomach aches clearly emerged during the last meeting in Palazzo Grazioli.

The prime minister undertook to implement them and to mention them in his speech ”. But he will have to do it without giving the impression to his party colleagues that he is helpless under the impositions of the Knight. 

Letta will probably also talk about the emergencies to be addressed already in the first weeks of work, such as the refinancing of the Cig by way of derogation for one billion euros, to then dwell on the crux of constitutional reforms (cutting of parliamentarians, abolition of perfect bicameralism). But it is certain that the most heartfelt appeal will be for the electoral reform, whose postponement in the past legislature has been called "unforgivable" by the Head of State, Giorgio Napolitano.
